There are all kinds of goths. There are the Frilly Romantic kind of goths, there are the Deathrock goths, the Trad Goths (looking like they stepped out of a photo from the 80's), the Victorian goths... and the list goes on and on and on. The frillier type of goths (be they romantic, victorian, vampires, whatever) tend to use more feminine clothes in general, as lots of frills and lace and stuff makes a softer look.

I do believe the 'frillier' type you are referring to is visual kei.

As well, 'victorian goth' is redundant. The victorian era is what began the elegant gothic movement in modern fashion as well as what began gothic lolita (using a combination of french rococo/european victorian and the doll/child-like qualities mentioned in the famous book "Lolita") and from that, the more masculine style of visual kei was born.
