I'm with House and the Followers all the way.

The legion faction seemed too underdeveloped to me. There were a ton of NCR sidequests, but not very many for the legion. I hope they come out with a DLC soon that expands the legion, and maybe shows us a legion-controlled town. I liked Caesar's character, but the rest of the faction needed more quests and stuff.

True, I dont even have access to the arena since Im female.

But maybe it was because the legion didn't trust the courier since he/she was an outsider.

I took over NV for myself with yesman. I contemplated the legion, but they just didnt sit right with me, I didnt like the whole "You do things our way or you die" thing they tried to spread.
