Waxing and hair

The hair on my legs is getting fairly thin and I notice the growth cycle is really different from what it used to be.

But I have two different sets of hair now. One is more coarse, the other is very thin and is vellus hair. Thing is, when I shave, it is NEVER even. There is always a bit of thin hair leftover, and the person I go to waxes really well. Most of them look like tiny dots on my skin and if I tweeze then, barely any hair gets out, it is just a tiny hair as if only the hair root was there. Since there are many tiny dots, it is noticeable. They are too small and thin to come off with waxing and epilating, but too numerous to tweeze one by one as it would take hours.

So, I need help! We are nearing summer here and temperatures are hitting 30°C already. I need to show those legs to the world and I need to get them smooth somehow.

I hate to say it, but laser sounds like the only solution for that. The "tiny dots" are subcutaneous follicles (the roots) that are left behind and still visible. No amount of waxing or shaving will remove them. You need to attack them below the surface of the skin. Laser or electrolysis are the only methods which accomplish this task.

I thought I wouldn't have to do it on my whole leg :(  It is so expensive.

Is electrolysis cheaper than laser for this end?

No... other way around. Laser will be cheaper and faster. My laser guy charges me $300 for both legs (upper + lower) per session. It usually takes most people 6-8 sessions scheduled 6-8 weeks apart to be completely happy.
