First, good spokespersons don't even have to come out of the community they are speaking for. And sometimes its' easier to put away the 'me', and tell the story of the 'we', if you are separated by a degree or two. Also, just to begin with and all, you have to know, or be part of, the 'we' to start with - so you have to have some contact and participation in the larger community in order to get your story beyond 'me' and into 'we'.
And I can see where it would be somewhere between 'hard' to 'impossible' for many people to move from 'me' to 'we.'
