The city of St Petersburg has passed a law which puts in place fines for people who promote the LGBT community to minors.

The new law passed by 27 votes to 1, having been introduced by the ruling United Russia party.

It introduces fines for "propaganda of sodomy, lesbianism, bisexualism and ->-bleeped-<-, to minors" and "propaganda of paedophilia".

St Petersburg lawmakers are reportedly reconsidering the provisions of a "gay propaganda" law which passed its first reading by 27 votes to 1 this week.

Vilatly Milonov, a member of the United Russia party who proposed the bill, told media: "We have decided to double-check all legal definitions related to this bill."

St. Petersburg's parliament on Wednesday said it would review a controversial bill banning so-called "gay propaganda that targets children."

The law — which has been slammed by critics as too discriminative — has been postponed in order to clarify its wording.

Vilatly Milonov told the Russian news agency RIA Novosti that his measure was temporarily shelved until city lawmakers are able to agree on its "legal definitions."

Well, Soviet Communism wasn't exactly the apple of Socialists' eye. Really it was a grotesque mutation of our ideals to suit brutal autocrats who would smile, call you comrade to your face, then stab you in the back as soon as you were a convenient target or dared to question them. Lenin was a tool, Stalin was even worse, and the rest of the Soviet leaders weren't much better. Especially Brezhnev. He was completely worthless.

The fall of the USSR was inevitable, and really did a lot more good than harm. Still, Russians are new to democracy, and new democracies tend to have a lot of radicals with sway. Their society is still trying to find its feet. Remember that they've only been a semi-democracy for about two decades. Denmark, by contrast, has been a Constitutional Monarchy since 1849. We've had a lot of practice, and have sorted out our radicals fairly well. Russia needs time to get through this junk. They're just not as far along as I'd have hoped.

A press spokesman for the Russian deputy Prime Minister Dimitry Kozak has said his comments earlier today calling for a national law similar to the one being proposed in St Petersburg were misinterpreted.

St Petersburg is considering a law which would issue fines for the "promotion" of homosexuality, "lesbianism, bisexualism and ->-bleeped-<-" and "paedophilia" to minors.

The law has only two sections, one on LGBT ideas and one on paedophilia.
