When I was nearing the end of high school, I started to get dark peach fuzz in the mustache area. and it pretty much stayed like that until I joined the RAF. then after after about 8 months, more facial hair came in at the soul patch and goatee area. I don't know why it took so long or if the shaving I was ordered to do encouraged the growth. But have patience, it will grow in eventually. of course your genetics will help play a part in how much you get.
BTW, which part of the face would you say was the most important to grow facial hair? Mustache? sideburns? I'm just curious. One of my brother in-laws was kind of jealous because I had hair that grew from the side of the mouth down to the goatee chin area and he didnt.
And I wonder, how many of you will, after 10 years of shaving, get to the point where you hate shaving...
