If Encryption is not on, they may have decided to filter by MAC address. A MAC address is a 6 octet hexadecimal number that is typically burned into your Network Interface Card. You can find MAC address spoofing software for wireless. I usually look for software of this nature at
http://www.tucows.net.
Now you'll need to do some wireless sniffing to find the MAC addresses that the owner is using. Then, spoof that MAC address. But, you should only do it when the owner is not home using the computer with the MAC address you're spoofing.
Not sure what they're doing though. I would have added 128 bit encryption if I wanted to secure it AND filter by MAC address. In fact, I wouldn't even THINK about using wireless in a populated area without encrypting it. Although, keep in mind, using WEP as opposed to WPA will leave the owner vulnerable to AirSnort -

Seriously though. Your neighbor may be happy to share thier internet connection if they KNOW who is using it. You may want to just ask. Maybe offer em 5 bucks to help pay for the monthyl connection fee. Could be a win-win.

Or you could possibly be arrested for theft of services. It's a gamble.
