I am a plucker myself. Plucking works very well for me; my tweezers actually work quite well even though they are the flat and not the sharp type (with a roughly 4 mm flat edge).
I find it quite hard, though, to ensure I've plucked most hairs I want to pluck, because my chin has fine hairs that I often miss even though I am holding a mirror only 10 cm away. Sometimes, a few are so fine that they grow to over 1 cm before I realize they are there! But if I can't see those hairs with a mirror 10 cm away, I feel that I don't need to worry about people seeing them

And actually, I don't really deal with the whole bush of fine hairs above my upper lip (because they hurt waaay too much to pluck)... There are easily 70 or so of them, most of them quite long (about 5 mm) and don't really grow once they reach that length, but because they are fine ones, they aren't that visible (no more than those hairs on cis women's upper lip). Your hairs sound like they are similar to mine.
I tried a hair removal cream just once and never used it again. Sure, it worked, but it was sooo harsh on my skin that I was scared. I don't want to mess up my skin... so it's not something I want to use again.
By the way, your hairs are going to gradually get thicker and darker, which would make them far more noticeable even when there are only a few hairs, in contrast to fine hairs which may not really be visible even in a big bunch. So I think getting on androgen blockers or hormones is really important if you aren't on them already, especially if you won't be having laser or electrolysis any time soon, as that would stop the hair from thickening.
