I've never used one or seen one personally (never been to Japan), but it seems to be true- I have seen them in manga, anime, and in pics:

(There was a toilet at Sheffield University that was the original in this old grand building, the new loo block was built on to it, it was probably heritage listed. It was a true throne. It was on its own plinth, the graffiti was awesome an funny, it was clean, it had carved arm rests. Still recall it after many years. )
