Technical Issues on Forum?

Hello, everyone!
I joined this site yesterday and am enjoying the community thus far, but have run into a few technical troubles.
Whenever I try to customize my forum profile through the corresponding page, I am unable to upload an avatar (there is a singular bullet option for  "No Avatar" which I cannot deselect).
I went onto SMF's online manual to see if there were any mechanics of the site I simply hadn't discovered yet, and the fields to enter a Display Name and Avatar simply don't show when I go to my Forum Profile page as it says it would.
I've disabled several of my browser apps but that hasn't helped either.

Another thing that's happening is I cannot access anyone's profile other than my own, if I do it will come up with an error message and say I am not allowed to access the page.

Any suggestions on how to mitigate this? I'm still new here so sorry if this sounds stupid.

You can't upload an avatar until you've hit 15 posts. I'm not sure about the issue of not being able to see other people's profiles, but that's most likely postcount related, too.
