Pre T pumping?

So lately I've been wanting some growth down there. I know being pre-T, I won't be getting much growth, but atleast an inch or so would still be nice (I'm not that big currently). So my question is, is it even worth buying a pump if I'm not even on T? or if so, what pump should I get/best for getting growth for pre-T.
