To be brutally honest,  no not yet.
First of all, get those eyebrows done. Second, I know that you aren't wearing any makeup,  but still,  facial hair.

That's my advice to start off with.

With beard and thick eyebrows, you would not pass. You're not passing yet as a woman. Doing your eyebrows and removing all the beard would improve it more. But your long hair looks nice.

I started hormones last week So im proper buzzing!
Had a bit of a celebration last night, so these photos may not be the best as im tired Ha!!!

But i just wanted to post some photos of myself before hormones start taking effect!
What do you think? Do you reckon i could pass one day?
(PS ignore the 5 o'clock shadow, hopefully i will be getting laser hair removal soon! lol!)

Anyway it'll be interesting to know what you all think!

Would you mind elaborating further

I mean that your hair is rather straight whereas your dress is with lace, looking waved. I think that dress would be match well with a curly hair style. With your hair style, I think a monotonous, simple and rather classical jackets or dresses would look nice. But, this is just my opinion of two cents.
