Just a thought, if all restrooms were individual, allowing only one person at a time, we would have no problem.

Existing restrooms can have partitions for the toilet from floor to ceiling and be totally private, with a locking door. Sinks would be communal, but who cares about washing your hands in private. 

Again, just a thought.

That is totally true and would solve the problems... (honestly its not awkward using a gender neutral communal bathroom... you only have stalls, no urinals, and you all go about your business) the issue is that it would involve massive infrastructure change... something most companies won't pay for and something schools do not have enough money for....
While I love the idea of switching safer appearing communal bathroom spaces that are gender neutral, I don't see it happening in our current climate since it would involve a tax hike, or the need to federally allocate funds from defense to education (the main place where we could shave a few billion off and not feel it) as well as instate a penalty for those companies who do not comply. Plus someone would have to make sure these things happen.

I would be happy if it just became a general practice for new buildings to start with.... but it feels like dreaming....

(as someone who before knowing I was on the trans spectrum would use the mens restroom when dressed in my casual comfy clothes (with the short hair and passing) it isn't scary sharing a restroom with people who have different genitalia.)

Not as massive as you think. Partition extensions are relatively easy to install over existing partitions.

Facility maintenance and cleaning would cost a lot more.

I guess the issue is whether people feel that just extending the existing partition is enough....

I know around my town the types of wall wouldn't allow for doors that do not have large cracks/easily unlocked from the outside (which would make some people I know super uncomfortable with sharing the bathroom with the opposite sex).
And it we wanted to install walls and doors (Which would no doubt be thicker than what exists) many bathrooms would have to be redone as the stalls are already so small that you can barely got in and close the door. Even my sister who is a twig has this issue.... :(

but it snows there.... I have cleverly avoided the snow my whole life....

Plus my daughter and her family live in the Bay Area in CA and there is no way I could convince them to come with me lol
