That is what you expect of an expert propagandist. They are careful not to say something that is literally false, so they can't be charged with perjury if it comes up in court. But they say it in such a way as to provoke the desired emotional, irrational response they are looking for.
Yes, changing their names and/or pronouns is a form of "transitioning". If an adult here on the forum said they were doing that, we would congratulate them for starting their transition. And, yes, there is secrecy, because they are not telling the parents if the student so requests.
But wording it the way they did is calculated to provoke images of clandestine surgery performed in the teachers' lounge. Just propaganda games.
