"Mariah was diagnosed transsexual as an adolescent, and was receiving
psychiatric treatment and hormone therapy to assist in her gender
transition while in foster care, but ACS balked at paying for surgery,
contending that it was prohibited from doing so under the Medicaid
program, which was the financial source for Mariah's health care."
