Link to new passport guidelines

Someone gave me the link to the new passport guidelines--not just the press release but the actual legalese. I didn't find it here on the site, and I had trouble finding it on the State Dept. site (that is, I couldn't find it at all when I looked for it; it might be there now). So I thought I would post it: http://www.state.gov/documents/organization/143160.pdf.

I guess this should be put into the wiki?

Ah. That explains why I couldn't find the link on Susan's--it was added shortly after I searched for it. Let's hear it for redundancy! People gripe about it only when nothing is going wrong.
