I was curious what this states policy was so I wrote to the DOC and this is thier reply.

Lets see now.  What exactly is the downside of being stuck with hundreds of other women?

In response to your question, I can not speak for the State of California, but when they are sentenced to the Oregon Department of Corrections,  they are assigned by the gender they are at the time of sentencing.
