It probably doesn't. Cleansing wipes remove extra oil and perhaps disinfect. There's no reason it would prevent ingrowns, apart maybe it could disinfect an ingrown that's already underway.
Don't listen to pharmacy employees. I've never met a competent one. Each one has proven me in a painful way how incompetent they were. They know little to nothing relevant, and whatever they know is taught by the businesses selling them the products they sell you - lies and stretched truths. Young, old, experienced or not... none of them is knowledgeable.
You ask them about a cream, and they recommend one. Their reason is "this brand is generally well-liked, and the company says it's for sensitive skin". You try to ask her what there is in it that's good for you and she's clueless. You ask why it's better than that other cream over there, and she says it's good too. In the end both creams are awful.
They sell what they're paid to sell, that's all.
1. Exfoliate well before shaving, and gently clean your face afterwards.
2. Either try to shave in the direction of growth or get an electric razor. Both should make sure beard hairs don't get stuck under the skin and make an ingrown. Both will get you somewhat a less close shave, but it'll give you a safety against ingrowns. If you don't want that, then make big efforts in exfoliating and cleaning.
