This isn't true, other than a slight difference in angle, shoulders are pretty much the same in men and women at skeletal level, the difference in size is from muscle mass, not bones.  Any difference in size at that age is just natural or all over growth, along with muscle definition.

Actually when I was maybe 2 months on T, my shoulders became broader. Probably because of back muscle building up but I didn't do anything that time. I was skinny and started to eat much at this time, so it can be just gaining weight. My girlfriend was surprised, so was I.
If you want to achieve greatness, stop asking for permission.
