I understand your desire for real bosoms. I have dealt with this issue for quite awhile myself. I don't hate forms, though. I think you should consider them an option, at least for occasions. For me I can think of nothing better than having real, sensual breasts without the side effects that come from taking female hormones. For some of us, that's really not an option.
I've heard some claims of results from non-prescription pills (or "herbals"), but I'd be wary of these. The fact is that such things are still essentially drugs and can have side effects as well. For instance, anything that can accelerate breast growth could, plausibly accelerate cancer growth as well. Probably anything taken for this purpose should be supervised by a physician.
Some people do claim fair success after a year or more of daily suction pumping. I actually have one of these and have used it for a few months, though not as much as I would like. I haven't seen a lot of results, but I am a very slender with little body fat. I understand that if you already have a fair number of fat cells in your chest results can be more dramatic. I actually didn't buy a the Noogleberry unit, though. Being a do-it-yourselfer, I picked up a hand vacuum pump at Harbor Freight (sold as a brake bleed kit) and a couple of Oxo Good Grips funnels (at Bed, Bath and Beyond), some clear 1/4" tubing from Home Depot and epoxied my the tubes to funnels. The funnel set comes with two sizes and works fine for me after adding some plastic cushioning. While I haven't had a lot of results in size increase, I like that it's made things looser there, which helps for things like pushing up cleavage.
