I have thick, curly, baroque period style locks, and I have no trouble passing. Curly hair does not a lady make! I know lots and lots of men with long curly hair. In fact, I think longer hair can actually help many people pass compared to shorter looks that are popular with many butch type women.
Maybe try a different shape, like a shag cut or something. I've always enjoyed my hair around that length/style. My hair was, however, super straight pre-T. The T made it super curly. A change I'm not at all sad about.
Maybe since summer is coming keep it long (like ~4-6 inches) and cut the sides like a mohawk, but wear it down. I met lots of curly haired guys the past two summers with that look. Shaving off the one side is super popular for girls, but both seems to be pretty exclusively guys (that I've seen). I think it would make you look a lot more masculine, and maybe even allow you a moment of great hair pride.
