Your face seems oval, which usually works with most hairstyles. You're blessed to have cheeks! You mentioned wanting shoulder-length hair, so maybe you can simply leave it be?
If you're unwilling to feminize your eyebrows, having bangs to cover them up always helps, just trim them at home once they start to get past the tip of your nose and leave the rest to grow? That's what I did, anyway.
As of right now, I don't think there's much you can do but get a cut that'll put off long hair for a while, or wait it out. It sucks, I've been growing my hair out for two years and I still want it longer.
Your hair seems a bit uneven though, like shorter at the back when compared to the sides, I'm guessing it's been left longer at the top originally and you've only really trimmed your bangs since your last cut?
If you want to do something edgy, you can cut the back and sides really short (4 to 8 on a machine) while leaving the top and front untouched (though I'd wait for your bangs to get a bit longer first). I did that like 3 years ago and felt crazy for it at first, made a huge difference in how I look, but the next few days I got complimented a lot and looked at more on the street, so it ended up being one of my favourite haircuts. Also, having the back of your neck exposed is kind of sexy, short doesn't necessarily mean masculine, just really depends on how it's done. You seem to have a slender neck like me, so at least that part will look good!

Something like that is what I mean. Going to need wax or spray probably to give it a textured look. It looks like a high-maintenance cut but it's really not. Way more time-consuming to manage long hair in my experience... washing it, then it takes time dry... easier to just get out the shower, rinse the hair well and slap some gunk on to mess it up and make it look textured. =P
In fact, I grew long hair from that hairstyle, so maybe you could just be going down the same route as me haha
