I can't change my display name?

I followed the instructions here, but they aren't working for me. It simply shows my username and no option to manage it. I remember this feature being available in the past. I don't think I've ever been modded or anything; is it a feature that is temporarily down or unavailable?

You can no longer change your user name yourself. You may PM any mod to change it for you. You may only change 2 times per year.

What would you like it changed to? If you don't mind why change it?
