First of all, anti-bullying laws should NOT be directed at any specific minorities. Bullying is WRONG, period, end of statement. It should be considered a type of assault, with the same punishments (i.e., jail time) and ostracizing. Oh wait, we don't ostricize people anymore...well, they shouldn't be allowed to play on the school's sports teams or other extra-curricular activities.
Second, What is this "worrying prospect"? Does he mean to say religious conservatives and libertarians are against anti-bullying laws in general, the laws' focus on minority protection, or that they are concerned the laws will be used specifically against them? I can see conservatives being frightened (especially the religious, brow-beating kind), but not so much the Libertarians.
