Permanent Hair Removal and SOC

Does anyone know, or have references to documentation that states permanent hair removal of the face and surgical site is medically necessary for a successful social transition/GCS?

I am going to make an attempt at billing Medicare for reimbursement (really good at jumping through hoops, and my father is a PCP And does his own billing). In any case I am in the process of finding supporting documentation, precedent etc.

Any information one way or the other would be greatly appreciated.
