Like they say, the best time to plant a tree is 20 years ago; the second-best time is now. Similarly, the best time to start hair removal is last year; the second-best time is now.
Both laser and electrolysis hurt. They hurt more once you start on estrogen, so get as much done as you can before starting HRT.
Once you start on E, your skin may become light-sensitive, a condition known as melasma, resulting in new freckles from exposure to sunlight or laser. I started laser before E, but had one session after I started E. I now have a large freckle on my cheek the shape and size of a laser probe.

No more laser for me.
Laser can do your entire face in 20 minutes, so it is fast, but it only works on dark hair/light skin. It will quickly deal with dark hair, but it is not quite as permanent as electrolysis. Some people get good permanent hair removal with laser, but you shouldn't count on it. Because of the growth cycles of hair, you need several laser treatments, a month apart.
Electrolysis will only do about one square inch an hour, but will work on any hair. I have been doing an hour a week for over a year. I am hoping that I am close to halfway done, but I can't really tell.
