Yep. The state I was born in requires that before changing the gender on your BC. I'm thinking though that not many people will need to see my BC, where as a DL and SS card will have the new name. I'm not sure what I'll do about the BC, but that's down the road.
I went with name before gender marker - but that's because I needed to change the name on my birth certificate in order to change it on my DL and other "official paperwork" (ie, everything).
It all depends on how liberal your area is with "known as" names. In my area you need 3 forms of ID copied and notorized in triplicate, an iris scan, a credit history, a stat deck and a rectal probe to get approval for a can of soda!

... but the soda is cheap, it's delivered fast, nobody questions you indepth to see if you're
really thirsty, you don't have to drink it in front of a judge, and you don't have to report in the paper what flavour it was... so it's not all bad!

In my situation, it was very much worth the hassle to change legal name without changing gender marker. I wouldn't have saved money waiting, but even if I could have I would have done it this way regardless. It's worth the money twice over to buy a few years of living with the name I really like, and not being ashamed of my paperwork.
