That show's a 'mockumentary': i.e. a fake documentary where events have been exaggerated for comedic effect.
There have been some real-life cases of cisgendered men who have lost their testicles for various reasons. In these cases, they have the option of having artificial testicles implanted - but the clue is in the word 'artificial'. They would probably be made of silicone and are pretty much like breast implants. So no, they don't function like normal testicles; they don't produce hormones; they don't make someone fertile.
In the case of the show you watched, they would be purely for cosmetic reasons, and you'll probably find he'd want them because he lacked self-confidence in a wetsuit or something. So once he looked more 'natural', he felt confident to wear a tight-fitting wetsuit so he could surf again. He'd probably need to have hormone supplements too, because his body would no longer produce them properly. Just like FtMs would need hormone supplements.
(And yes, we can choose to get those artificial implants too, if we want them. Again, they're purely for cosmetic reasons).
