They don't care.
I've been on T for over 3 years, and still keep an emergency pad or two handy. If someone was looking through a drawer and found them I wouldn't give two flying f-cks.
Regardless, the people in the TSA really really REALLY don't care. I literally walked through one of the new scanners wearing a packer 3 days ago and didn't even get a pat down. I always get a pat-down - packer or not, so that was pretty crazy. I've also put said packer in my carry on and sent it through the x-ray machine with no questions asked. Literally a floppy rubber dick in my bag and no comment about it. I don't think they'll think twice about your maxi-pads.
Apart from that, you can't hide much of anything from security. Any attempts to hide things may be seen as suspicious, so these techniques are best avoided. Maybe if you're really super concerned throw them in your checked bag? That way it won't be connected with your gender in the slightest. Can you even imagine the kind of things these security officers see in a day's work? People flying to S&M weekends, and the like, probably blow your transman-with-pads embarrassment out of the water.
