I'm not sure of it's availability to Koreans, but eBay has plenty of sellers who will ship internationally. Many American sellers may not have it set to do so, but if you send a message and ask they often will sell. I've been an eBay seller for years and shipped dozens of items all over the world with never any problem. Alas, I've never sold boots, though.

Several weeks ago, Korean media reported that prices of consumer products are far more expensive in S. Korea than the US or European countries, and many Korean consumers now directly purchase products from the U.S. For example, a new TV from Samsung is about US$4000 in Korea, but less than US$2000 including international delivery cost if I purchase from Amazon or other online stores in the U.S.
Growing number of Korean consumers now shop directly from the online stores in the U.S., and that is one reason why suddenly
amazon.com stopped delivery to Korea (probably they pressed the National Tax Administration).
