If you are talking about PMs you have to have 15 post's before that feature unlocks.

You can post, just not PM. Quoting doesn't make the difference. I'm not sure what happened the first time you tried, but hit reply, or new topic or quick reply and you should be good to go.

If you are using tapatalk app, the quick reply bar doesn't work. The little + symbol at the bottom left is how you make a post in a thread. Or by quoting, as you already discovered.
