It depends..... If your pelvis is not fused yet (which happends as late as 25) it should get wider. You can tell if they are widening when your pubic bones crack and pop and your ileum(hip wing) hurts. To say ''m2f transexuals hip bones do not change'' is false and a myth. To be honest, the first change i experienced after starting hrt(even before my boobs)was that my pelvis got wider. But i was around 12 when that happened, so i think it's different for everyone. Kim Petras also started hrt around my age but she has rather narrow hips, so it may be a genetic thing. Who knows 
Yep you are absolutely correct.
If you haven't stopped growing, feminizing hormone will cause your bones to feminize. Smaller hands, feet, slightly stunted growth, smaller upper body, and a wider lower half (hips).
For me, personally, starting transition at 19 I had a bit of change in the hip department. From absolutely nothing to a bit of bone growth (genuinely!) and lots of fat redistribution. I was still growing, luckily.
The "problem" with me and other late(R) transitioners is that the masculinization has already commenced... so my shoulders are almost as wide as my hips, as well as a larger rib cage. This means you can still strive for the coveted hour glass figure however say goodbye to the "pear" shape.
If your transitioning later in life (20s+) do NOT expect a change in bone growth, sorry. However you can still get lots of fat redistribution! I have seen older ladies that look quite "plump" down there...
