Puberty is a case by case thing, there is no actual norm. Some people have most of the effects early and others late. Things like rib cage size, shoulders usually happen early and strong masculine facial features can take a while too.
I myself went through a male puberty and I didn't start hrt till 21 and even prehrt it looked like I didn't fully masulinze yet even though I could grow a beard no problem. I even managed to build my upper somewhat (that was a huge struggle though) but some things like my bone size of the rib cage, hands didn't really get any bigger. Despite my body building I had a pretty feminine physique still. I do have somewhat of a brow ridge but it isn't obvious, its very slight and its pretty much the only masculine thing about my face even though its barely there. I honestly thought despite my feminine body that I was going to need ffs no matter what but hrt has done wonders for me.
I might be living proof about the bones not fusing till 25 cause I did gain a few inches in my hips within the first 3 months of hrt and that wasn't fat. My hips are like any other cis gals, I'm 5'10 with a rib cage that is still in the female range, the rest of my skeletal structure is as feminine as someone can get for going through a male puberty (wide hips, small hands/wrists, etc..)Maybe I lucked out and caught my body in time before the "bones fused"?
Either way take what I'm saying with a grain of salt as the saying goes cause from everything I've read, I seem to be in the minority about these physical changes.
