The silk epil, had mine for a long while now, maybe 4 years, is not silent, had a Philips, I think, before that was quite noisy... The Silk Epil Xpressive has a reasonable level noise but is mainly because of the vibrating guard that, they reckon, relieves some of the discomfort just before the "plucking".... the guard can be removed, I just have not bothered.
I have lighter hair too... and light skin, I observe similar to yours.... there is some mix of darker hair, so Laser effect for me would be very limited... but will still get a home unit, as I am sure it will help, even if not clear... and of course once paid for, it can be used at will

BTW I'm not lasering at all yet, no income stream, so things on hold slightly

Hmmm thought the not plucking, epilating etc was just before and after treatments... hmmmm
