It could well happen if the dose is not high enough to reduce metabolization to testosterone and if all it does is block testosterone in which case, similar to other anti-androgens that ONLY block testosterone, the levels rise (the body sensing there is not enough testosterone as it is blocked) BUT it doesn't matter because testosterone is blocked so you get decreased masculinization. This is why, in certain circumstances, measuring hormone levels might not be accurate and useful. It doesn't reflect the whole picture.
