So here are my stats:

Waist: 28.5 inches
Hips: 31.5 inches

Bust measures 33, so basically a 38B would be my bra size right

I am really thin, I weigh 115lbs, and 20 years old

I have found that some size 0 skirts are a little tight and have to sit higher up near my waist when I want them down more towards my hips, but I just cannot find jeans. period.

What Jeans will work for me, All sizing charts say that with a waist of 28 I would be like a 6-7 but I got some pants off e-bay and they had huge extra room in the hips (looked really bad) and also werent even close to being tight on my legs, like the waist fit but were staright up baloon pants from there down!!!

I figure maybe size 0 Hipster pant that dont even touch the waist? Like Low rise.

I just want tight fitting pants that look normal.

Any thoughts

That a straight hip.
You'll have a problem finding any girl pants that fits.
Women's pants usually have 10 inch diff between
waist and hips, low waist ones have about 7-8 inch.

I'm now 26.5 waist, 36.5 hips (6 foot tall, very thin!),
which means about size 4-6 depending on the company.

Even size 0 hipster will be a problem unless you've
got a belt. I don't want to sound like a bummer. But,
that's how it is.

Since you've got a straight hips, I'd go with a loose flared jeans, don't go for anything tight down there or you won't look too good.
Trousers, which have a looser fit than jeans could make you look better.

33 inch under bust doesn't necessarily mean 38. I'm 32 inch under bust and a 34C fits. It depends how much muscles you've got over that. The ladies home journal bra sizer is the best I've seen, they measure over the breast instead of under (this takes better into account the fact that initially we've got more upper body muscles).

I think getting the bra fitted is the best option.

I started at 35.5 inch under the bust and lost 3.5 inch there because of muscle mass loss in the back!! I wore a 38B, but half that size was certainly half pect muscle. Now, I am in theory smaller in volume (34C) but I know I've got a lot more real breast tissue.

I would recommend stretchable jeans.

As a crossdresser, I already noticed my relatively small hip compared with women.

As the model in the right side looked so sexy to me, I purchased exactly the same velvet jeans (size 4). And checked whether I could look like her. Disappointed. The photo in the left side is me. My hip is just 32 inch as I remember, and the hip part is too loose.

However, when I was in the U.S., not only women but also some men admired my hip and jeans. I did not know the reason, but I once noticed that some ladies stared at my jeans for about 10 seconds. I asked my wife about the reason. She replied that most women envy tight hip because most of them have fat hip that tends to hang down. Not all of my jeans were women interested in. It's when I wore stretchable blue jeans that I purchased at Wal-mart.

Probably you can buy the same stretchable jeans at Wal-mart. It's about $20, and the smallest size is US women's 6. It's comfortable and I can even exercise and stretch while wearing this jeans.

But a drawback is that too tight jeans may cause some skin problems in you hip because of limited ventilation.

Not sure I agree unless you've got small shoulders
to wear something tight down there.

It always better in this case to try something that flares up.
That's what all fashion sites recommend to women with narrow
hips (there are some).

Actually I would recommend everyone with narrow hips
to go on those women's magazine and see their advice
for women with narrow hips, not well defined waist
or large shoulders. Many women have one or all 3 of those
problems.

Keira,

I agree that concealing or decorating hip area with flares is an option for people with small hip. I usually wear very long T-shirt (we call it 'one-piece T-shirt') with tights.

Nevertheless, there are some type of jeans that can accentuate my hip. I have very old styled jeans of size 5. It's indeed tight, and I seldom wear it because of ventilation problem. But, depending on my mood, I do wear it, and nobody commented like my hip is too small.

Mainstream fashion would be safe, but old-styled or peculiar items also could be spicy and, of course, challenging.
