There is no way I'd use the men's bathroom dressed as a female. That's just inviting trouble I think or at least attracting unwanted attention.
If possible, as others have said, try to locate unisex toilets but I think it's generally safer in the washroom you're dressed for. The one's at any establishment where there is lots of alcohol being served I think might be the most dangerous to use though if a man sees you coming out or going in.

I think this is generally true, for me before i presented quite as feminine as i am now though i was dressed fairly andro. Imagine, jeans, a T-shirt, women's converses, no makeup on, relatively short pixie cut but with projecting boobs. Really i sort of could choose either and still be wrong, so i just chose.
In the truck stop example above, i was dressed a bit more femme, i had heels on and makeup but the ladies room was being mopped. - I felt pretty safe but you are probably right at some point i have to stop acting like the im still andro and respect the guys space.
I like Europe where there is a lot more unisex facilities.
