It actually does.
The thing is, technology provides too much information.
Too much to keep track of.
If someone is looking thy can find stuff, but they would have to know what they were looking for. TMI. Thats what technology does. Too much information.
Stuff like name change notices, eviction notices, and other sorts of Newspaper notices tend to be lost in the mass of them.
Because they are required there are simply too many of them for most people to care.
Only nosy old men and women tend look at those even when they are printed.
And nobody other than a paid private investigator is going to look online.
That's my opinion.
