HRT made my eyes appear larger, rounder.

I 2nd this. Definitely a big difference in the appearance of the size of my eye since HRT even without makeup. Also adding eyeliner will make your eyes appear bigger having a "pop" effect on them.

Somewhere between the 9th month and 1 year of HRT is when the change seem most noticeable.

For the most part, I think, yes. But not always. I think its the smaller size of the skull/face which makes the eyes appear bigger. However, I have also noticed some males also have larger/wider/rounder eyes as well even with the bigger bone structure. Thank goodness for eye makeup!

Not sure , I think most of it has to do with the typical eyebrows men tend to have, they are thicker and don't shape the eye that well, while most women tend to take care of their eyebrows and it shows

IF eyeliner is applied outside and under the eyes as opposed to inside the eyes giving one the "cat eye look" and making eyes appear smaller than they really are.

personally I find lining my waterline with brown eyeliner n lining my top lid with black eyeliner somehow brings out my eyes more n makes them look bigger.

Makeup, lighting, angles, and filters create an illusion that enhances one's features, but may not be a true representation of how someone actually looks.
