No, the position of the federal government is that it's
not just a matter of personal choice. It means that trans men and trans women should be permitted to use restrooms and similar facilities that correspond with their lived gender identities.
This is necessary because some backwards jurisdictions (North Carolina, Mississippi) are trying to require trans people to use restrooms according to the sex listed on their birth certificates. For example: Under the North Carolina law, a fully-transitioned M to F individual is required to use the men's room, and vice versa for an F to M individual. This is an outcome that bristles with possibilities of harm and disorder.
It's not framed in terms of ID change because not all TG folks have modified their identity documents to conform to their gender identity. In fact, in some backwards jurisdictions, they
can't modify the documents. Or
can't unless they have undergone expensive and painful gender confirmation surgeries, which not everyone wants or can afford.
But no, random men can't just to decide to use women's restrooms on a whim. That's a myth propagated by bigots that want to suppress TG rights.
