What I do is basically powerlifting training. Initially it was three days a week but lately I've been doing it every day. The two exercises that will target your backside are barbell back squats and deadlifts.
If you are on HRT and your T is low you will not develop a huge upper body. It will however probably get bigger than it is now. The positive side of that is that getting bigger chest muscles makes that whole top thing more prominent.
Over time you will probably develop a really thick lower body. Look up some pictures of female powerlifters, just not the ones taking anabolic steroids.
If you ever do want to get started I recommend getting the book "Starting Strength" by Mark Rippetoe. That will give you a wealth of knowledge on a good starting program, how to do the exercises right, and the physiology behind it all. If you just want a starting program for free google Stronglifts.
As for what kind of strength is possible for women not on Anabolic Steroids, look at these charts containing the averages from several years of steroid tested powerlifting competitions.
