Its not just the hips, its the waist,
That's what a MtF should concentrate one,
it makes a bigger and quicker impact on waist to hips ratio.
In my case, I've gained much fat on the buttocks,
and inner thigh which has compensated for lost muscle mass there
so I've got just about the same thigh and buttocks measure,
some fat is starting to creep around the back end of the buttocks
to the back of the hip, so I may gain some inches there soon.
I went from 31 inch -> 26 inch waist in 20 months.
Hips went from 39-> 38 inch (a bit lost in muscles on the side).
WHR ~ 0.68-0.69.
Exercise has a bigger impact on central, visceral fat than diet.
