Second, I (and we) invite you to go to the Introductions forum and give us all a proper introduction. It doesn't have to be fancy, unless you want it to be.
Third, I have a spare tire. On HRT, its getting smaller. And my hips and thighs (and breasts) are getting just a wee bit larger. On HRT, the adipoise fat is removed from the places it naturally accumulates for your ...er, birth gender, and is redeposited where it would naturally accumulate for your target gender. You need do nothing except continue on HRT. BTW, a majority of the breast tissue is fat.
As to the weight, why 130? You have a frame that is larger than a genetic female frame, so the height/weight tables don't necessarily apply. If you go off the 'ideal' weight for a 5'9" female, you may end up undernourishing yourself.
