It's normal! It took me more than several weeks, and just when I'd think I had it, I'd have another issue.
This sounds gross, but is helpful: Actually feel around down there to find your urethral papilla. It's like a little bump. You know when you found it because you can do a Kegel and feel it move. Or, you can sit on the toilet and poke around down there and feel exactly where the pee comes out. Knowing what you're feeling for when placing the spoon helps you place it correctly.
And as time passes while you're on T, and your junk grows, you'll need to adjust your placement technique because it seems the urethra moves. I'm having more problems now that my dick is larger than I ever had when it was very small.
And holding back your stream a bit does help. That way if you need to reposition, you only let a few drops loose and shouldn't embarrass yourself.
