I'm sure she (the doc) could legally prescribe T, but think about it from her perspective: here is a new patient, who looks F to her, there for an exam but won't allow it, talking about wanting to have T prescribed.
To those who don't deal regularly with trans patients, she was probably thinking WTH??? No way! Rather than admit she had no idea about what you were talking about, No, I can't do that is the easy way out.
While I know guys have gotten T without the usual therapist/letter/endo route, that is the common route and many practitioners in this sue-happy society would rather follow the standards of care to the letter than be held liable for something going wrong if they forgot to cross a t or dot an i someplace.
