little kids have thins sub atomic nano radar. They use it to instill vast amounts of confusion in people who are transitioning. I don't think it's a malicious plan guided by extraterrestrial beings intending on the over throw of human civilization , but just an innate evolutionary  mechanism  for their own survival in case a mutant virus destroys all human beings over the age of 18, hence the need to pull the human race from oblivion.

Most adults notice everything children do; it's just that children haven't been socialized enough to develop a filter or learned to be discreet with their observations.

I had the same issue (still have:D) - IMO, my theory is that skirts start working once the upper body becomes in balance with the lower part.
Otherwise, short skirt immediately accentuates the upper body bulk and the whole image becomes disproportionate. I am still in the process of losing upper body bulk but things slowly start to work out.

I do not think there is any substantial difference between short pants and miniskirt. Here in my country, pantskirts are very popular among young girls.
