South Carolina's Department of Motor Vehicles will allow a transgender teenager to wear makeup and women's clothing for her driver's license photo, rather than requiring her to dress like a boy, because of a legal settlement that will be announced Wednesday morning.

New York, NY – The Transgender Legal Defense & Education Fund is thrilled to announce a settlement in a historic federal lawsuit against the South Carolina Department of Motor Vehicles on behalf of Chase Culpepper. The settlement was featured in today's Los Angeles Times.

Chase is a transgender girl who was targeted for discrimination in March 2014 when she attempted to get her first driver's license.

She was told by DMV employees that she could not take her photo unless she removed the makeup that she wears on a regular basis, as a result of a DMV policy that barred applicants from dressing in a way that might disguise their appearance. They told her that she needed to "look male" in her license photo and refused to give her driver's license to her, if she did not remove the makeup she was wearing.

What?

Even in the 3rd or 5th world countries, such a regulation would not exist, as I know.

While there is a law that requires you to not look drastically different than you normally do- this is for wearing marilyn manson type makeup, not modest everyday makeup!! For instance if you slap a fake tattoo on your face or neck for the picture but it's not something that is an actual tattoo they can ask you to remove it.  Asking a transgender person not to wear makeup is ridiculous and discriminatory. 
As far as third or fifth world countries I don't know about the legal stuff but there's plenty other stuff to worry about that would be higher on my list of concerns as far as being transgender was concerned. Especially anyplace where there are no laws protecting a female from being abused since I would probably still be considered a women amny places on this earth :C  Not that there aren't good places to live that aren't massive industrial or world powers, but it all depends on circumstance- anywhere can be hard to exist peacefully if you don't fit the mold...

The settlement should have included at least $10,000,000,000 in punitive damages just for making her wait at the DMV again.
