From my understanding, usually changing one's gender marker requires a medical professional to sign off that you are undergoing treatment for gender dysphoria, are going full-time, and that this gender change is intended to be permanent. (In Ohio it specifically states that it must be being carried out in a manner according to the WPATH SoC.)
So I don't know what the rules in your state are, but usually, even though no surgical intervention is required, you usually still do have to be intending to live full-time as the gender that you're changing your markers to in order to get a medical professional to sign off on it. (How they define "full-time" is usually at their own discretion, so you'd probably need to speak with the medical professional personally to see what they would consider the requirements to be.)
So I don't know what you mean by "without transitioning?" If you just mean without HRT, then yes, it's possible. It depends on the discretion of the doctor signing off on it. So talk with them and ask about it. If you mean without actually going through the social transition of attempting to live as male full-time, though, then probably not.
