I live in Houston so I can't give you any info on the locals, although I can tell you my job involves getting people on disability which means I get involved in Texas Medicaid, and I've had transgender clients get Medicaid. As has been said, HRT is not getting covered any time soon. My understanding is that it only covers three medications in any event. Also, we're 5th Circuit, and that Circuit is so conservative it's still trying to figure out how it feels about fire. Judicial relief for legislative/gubernatorial mistakes (at least the ones we talk about here) usually needs to go all the way to SCOTUS. That said, bigger cities here are more cosmopolitan and trans-friendly than you'd expect. San Antonio is growing like a weed, a lot of those are people who came from places like New York, Illinois or California (more jobs here for some reason...), and there are two huge Air Force bases there so the ignorant redneck:real human being ratio is much better than the stereotypes would have you believe.
That said, have you looked into the Obamacare options here? Medicaid is one thing, but a subsidy on actual insurance might be helpful.
