I think many people are candidates for FFS. Including many cis females. That said, some cis females I know bear "more masculine" features than others.
When I started transition, two years ago, I thought I was very, very far, far from becoming something and I would need FFS and everything just to "hint" people a female-ish face. (I've posted photos in this thread)
And the changes came. Subtle they were, all right, but all the redistribution and our body being reconstructed really happened, something unfathomable before. It's just because we don't know how we'll become after starting, say, HRT (some people change their minds and somehow the body really morphs). So in some of my descriptions for profiles I also say "believer". Now I believe

) But I may be just lucky, I changed a lot from HRT.
That said, yes, as you asked, HRT will help. And about some makeup, did you try? I didn't try makeup for more than a year and a half and now I regret it, because light (light!!!) makeup may give you a better idea if your skin were softer, if your lip-to-skin contrast was higher, and... The eyes. The eyes make a BIG difference when doing makeup.
